Little Rock Police Chief Stuart Thomas cited a violation of a general order establishing appropriate use of force in suspending a lieutenant, who was shown on video in October 2011 repeatedly punching a man outside a restaurant in the city’s Hillcrest neighborhood. In a letter dated Wednesday and addressed to Lt. David Hudson, Thomas wrote that a 30-day suspension was appropriate for violating departmental general orders and rules and regulations “when the type and degree of force you used during the arrest of Chris Erwin exceeded the force which was reasonable and necessary.”
