Arrests Benton County Sheriff’s Office Jacob Franklin Allen, 31, of 1622 E. Arkansas 12 in Rogers was arrested Wednesday in connection with fictitious vehicle tags, no proof of insurance, three counts of possession of a controlled substance and two counts of possession of drug paraphernalia. Allen was being held Thursday in the Benton County Jail with no bond set.
