Mandatory life terms for young killers come to end as ban starts

As the state Supreme Court’s decision banning mandatory life imprisonment for those convicted of murdering when they were minors was set to take effect Monday, one of the attorneys who took the case to the U.S. Supreme Court called the ruling an “incredible victory” and one that will play out in Arkansas before it does in many other states.
