Luis Ricardo Ortiz, 27, of 18928 Old Highway 68 in Siloam Springs was arrested Sunday in connection with felony theft by receiving and misdemeanor counts of driving while intoxicated and no driver's license. Ortiz was being held Sunday in the Benton County Jail with no bond set.
