State insurance-exchange planners and providers of services for the developmentally disabled agreed to keep talking Thursday about how to comply with a Patient Protection and Affordable Care Act mandate. The law requires that people learning skills for the first time be treated the same as those who are undergoing rehabilitative care. “Habilitative” services are often long-term therapies and other forms of aid that help developmentally delayed or disabled people gain skills for daily living — and maintain them.
